Leider in Englisch, aber Tante google wird helfen und es ist besser die Infos so zu liefern. Durch eine Ubersetzung kaemen Unschaerfen rein, die ueberhaupt nicht hilfreich sind. Daneben bin ich natuerlich ein wenig faul, ist ja Sonntag.
So for all who plan to leave the country
Here our experience and maybe helpful informations
Even some flights are available online doesn't mean they actually fly.
The info about documents is quiet wrong you get from some pages.
Actually you do NOT need a travel authority if
1. You have a foreign passport
2. Connecting flight from Manila - abroad
3. Transit in Manila is less than 24 hours
You must fulfill all 3 of the above
We didn't get our travel authority in the first place even we tried and then confirmed with Department of Tourism if that's true that we don't need it and they confirmed we don't. Only locals going and STAYING in Manila need it. (number to call 0323439091 incase you want to confirm your individual case)
For the health certificate it seems to depend on the barangay how long it takes, what is the procedure.
Some said they have to stay at home and call doctor / nurse every day for 14 days.
We had 2 different ways.
Mine was going to health clinic in Mandaue (beside barangay Hall) and filled up my documents, after long discussion since my flight was only 9 days away she dated it back because she said I am supposed to have 14 days quarantine (only on paper though - her words) I never had to call a doctor or nurse and she just said I completed my 14 days quarantine and got the paper 5 days after.
My friend didn't got hers in time and was told she can simply get it at the bureau of quarantine. She went there and got it same moment. So if you are in a hurry go there. Though as I understood it needs to be dated 24 hours before flight.
At the airport in Cebu we only had to show our health certificate, got asked for travel authority but we explained we have onwards ticket and foreign passport and it was fine.
Arriving in Manila we took a transport to Terminal 1. Be aware they don't let you in the airport until 4 hours before your flight once you arrive at terminal 1. We had 7 hours to spend. Got lucky we got a seat inside (a small area with some seats. Not inside airport) because we had a kid with us. Its only for kids and seniors. So note stay as long as you can in the arrival at a coffee shop and start to go 5 hours before to the terminal. You need to be there 4 hours before. And they take forever to let you in. We didn't leave the airport to a coffee shop or restaurant because we had a kid with us. Not sure what are the rules though when you leave the airport to spend that time somewhere else
Also careful you are only allowed to stay there if your flight is before midnight. If its after midnight you need to come back in time as what we understood. But to be sure make sure your flight is same day out.
Others waited the whole time outside, no chairs no aircon or place to get drinks or food. But Jolibee came and collected orders at least inside.
4 hours ahead of flight we started to go in. From the door to airport until check in was done 2 hours passed. Its very slow but works.
So basically all we needed was to go to barangay Hall, register that we want to leave and get the health certificate.
We didn't need a Covid Test, or the 14 days quarantine as well as we didn't need travel authority
Hope this makes things bit easier for some.
Our flight was cebu Pacific to Manila, Manila to Seoul and Seoul to Frankfurt.
Seoul all was OK. Long lines when you get out the plane since they measure everybody's temperature and check a lot.
We can't say anything about Visa issues since both of us are dual passport holders so we don't need any Visa to stay here.
Hope that helps for those who want to go out.
Edit: but still all was a nightmare and it was extremely stressful. So if you don't need to or you are comfortable to stay maybe think twice.
All in all we took more than 40 hours for the whole travel.
